Low grade coal from East Kutai is to become methanol, and the project puts a rupiah figure on what that conversion is worth

Groundbreaking site for a coal gasification and methanol plant in East Kalimantan with cleared industrial land and coal stockpiles beyond

Deputy Minister of Energy and Mineral Resources Yuliot broke ground on 31 August 2026 at a coal gasification plant in Bengalon, East Kutai, designed to consume 7.70 to 7.78 million tonnes of 3,400 kcal coal a year and produce 2 million tonnes of methanol. The projected foreign exchange saving is Rp7.1 trillion, matching Indonesia's current methanol import bill almost exactly.

Yuliot Tanjung, Deputy Minister of Energy and Mineral Resources, broke ground on 31 August 2026 at the Batuta Chemical Industrial Park in Bengalon district, East Kutai Regency, East Kalimantan. The project is a coal gasification plant that will convert low calorie coal into methanol, and it is the first of its kind in Indonesia.

The developer is PT Bumi Etam Chemical, a joint venture between PT Arutmin Indonesia and PT Kaltim Prima Coal, both subsidiaries of Bumi Resources. The plant occupies roughly 93 hectares and is designed to produce around 2 million tonnes of methanol a year, consuming between 7.70 and 7.78 million tonnes of coal annually at a calorific value of about 3,400 kilocalories per kilogramme. Commissioning is targeted for 2029.

Engineering is under way. A front end engineering design and an EPCC framework agreement were signed on 29 July 2026 with PT Istana Karang Laut and China National Chemical Engineering. The facility will include a gasification unit, a synthesis reactor, a power plant, water treatment, and a port terminal, with carbon capture and storage integrated into the design.

One figure needs a note. detikFinance reported the production target as 1.3 million tonnes and the site as 943 hectares. The ministry's own release, the provincial government, and the Indonesian Mining Association all give 2 million tonnes and 93 hectares. The 1.3 million tonne figure appears to be Indonesia's current annual methanol import volume rather than the plant's output. Sirkularium records the discrepancy rather than resolving it silently.

The arithmetic of the conversion

This is a valuation story in the most literal sense, because the project exists to change what a tonne of coal is worth.

Coal at 3,400 kilocalories per kilogramme is at the low end of the thermal range. It competes poorly in export markets against higher calorie product, it attracts a lower reference price, and it carries the same haulage and handling cost per tonne as coal worth considerably more. Indonesia has a great deal of it.

The plant proposes to take 7.7 million tonnes of that material a year and produce 2 million tonnes of methanol, a chemical feedstock with an industrial buyer base and a price set in a different market entirely. The projected foreign exchange saving is Rp7.1 trillion a year, and that number is not an abstraction. It corresponds to the 1.3 million tonnes of methanol Indonesia currently imports annually, valued at the same Rp7.1 trillion.

A downstreaming project that substitutes precisely for a known import volume has an unusually clean business case. The saving is not a projection about future demand. It is the invoice the country is already paying.

That makes this different in kind from most downstreaming arguments, which rest on capturing a larger share of an export price. Here the value is captured by not sending money out in the first place.

What the employment profile shows

The East Kalimantan provincial government published the labour figures, and they illustrate a pattern this beat examined in August.

Construction will employ around 2,000 workers, rising to 5,000 at peak. Operations will require around 800 professional staff. Bambang Arwanto, who heads the provincial energy and mineral resources office and represented the governor, emphasised the importance of the project continuing through to actual production rather than stopping at the ceremony.

That profile, roughly 5,000 down to 800, is the shape of capital intensive downstreaming. Minister of Investment and Downstreaming Rosan Roeslani made exactly this point on 16 August, noting that mineral downstreaming carries the largest nominal investment figures while forestry, plantation, and fisheries processing absorb more labour per rupiah. A methanol plant is not a jobs programme. It is an import substitution and value capture programme that also employs 800 people permanently, and it should be argued on those terms rather than on headcount.

The carbon capture element deserves attention too. Coal gasification is carbon intensive by chemistry, not by carelessness, and building CCS into the design from the outset rather than retrofitting it later is the right sequence. Whether it performs as designed is a question for 2029 and beyond.

Sirkularium's view

This is a substantive project with an unusually well specified case, and East Kalimantan hosting Indonesia's first coal gasification plant is a genuine milestone for a province that has exported raw coal for decades. Three observations for government and public institutions.

First, the import substitution figure should be tracked and published once the plant runs. Rp7.1 trillion is a projection built on current import volume and current prices, both of which will move. Reporting actual methanol output against actual displaced imports each year would turn a groundbreaking claim into a verified result, and would give the next coal downstreaming proposal a real precedent to be measured against.

Second, the value per tonne of coal should be stated explicitly. The entire premise is that 3,400 kilocalorie coal is worth more as methanol feedstock than as export cargo. Publishing that comparison, as rupiah per tonne through each route, would let other low calorie coal holders assess whether the same conversion makes sense for them. It would also connect this project to the benchmark pricing work the government has done elsewhere this year.

Third, and this is where the ledger remains incomplete, the site has an environmental position that nobody has priced. Ninety three hectares of industrial park, a port terminal, water treatment drawing on local supply, and a CCS storage requirement together represent a land, water, and subsurface footprint. AMDAL establishes the baseline at permitting, Permen LH No. 15 Tahun 2012 values ecosystem services, and remote sensing makes land cover change measurable on a repeatable schedule. Establishing that baseline now, before construction reaches peak, costs a fraction of reconstructing it later and gives both the operator and the regulator a defensible starting point.

For operators, the pattern holds. A project this well documented on capacity, feedstock, and forex saving will eventually be asked the same quality of question about its land and water position. Companies that hold an independently verified valuation of that position are answering from evidence rather than assembling it under pressure.

What to watch next is whether the 2029 commissioning target holds, whether actual methanol output is reported against displaced imports, and whether the carbon capture component is specified with figures as precise as the production side already is.
