PT Vale's HPAL Sambalagi project reaches a key downstreaming milestone as its autoclave arrives in Morowali

The autoclave at the heart of PT Vale Indonesia's HPAL Sambalagi project arrived in Morowali on 22 July 2026, a milestone toward a facility designed to produce 90,000 tons of nickel content a year for the electric vehicle battery supply chain. Tailings design work now underway is the detail worth tracking as the project moves toward construction.
What arrived in Morowali
On 22 July 2026, an autoclave, the core pressure vessel of a High Pressure Acid Leaching (HPAL) processing line, arrived at PT Bahodopi Nickel Smelting Indonesia's Sambalagi site in Bungku Pesisir, Morowali Regency, Central Sulawesi. ANTARA News, Liputan6, Telisik.id, Kendari News, and Tekape.co all reported the arrival on 23 July, describing it as the project's most significant construction milestone to date. The autoclave processes limonite ore through a combination of high temperature, high pressure, and sulfuric acid, extracting nickel and cobalt into a mixed hydroxide precipitate, or MHP, the intermediate product that feeds electric vehicle battery supply chains.
Bernardus Irmanto, President Director and CEO of PT Vale Indonesia Tbk, called the arrival a critical milestone. "Autoclave ini merupakan tonggak penting yang mendukung rantai pasok global kendaraan listrik," he said, meaning the autoclave marks an important step supporting the global electric vehicle supply chain. Minister of Investment and Downstream Processing and Head of BKPM Rosan Perkasa Roeslani, Central Sulawesi Deputy Governor Reny Arniwaty Lamadjido, and Morowali Regent Iksan Baharudin Abdul Rauf attended alongside company officials, underscoring the project's standing as a National Strategic Project, or PSN, designated under Coordinating Ministry for Economic Affairs Regulations No. 9 and No. 21 of 2022.

The scale of what is being built
HPAL Sambalagi is designed to produce approximately 90,000 tons of contained nickel a year in MHP form, drawing on roughly 10.4 million tons of limonite ore annually from PT Vale's Bahodopi mining area. The facility is being developed by PT Bahodopi Nickel Smelting Indonesia, a joint venture between PT Vale Indonesia, China's GEM Co. Ltd., and South Korea's EcoPro, inside the Indonesia Green Industrial Park. Three production lines, labeled A, B, and C, are each targeted for first mechanical completion by the end of 2026.
The plant's design incorporates a Waste Heat Recovery Power Generation system that converts residual process heat into electricity, alongside planned solar power capacity for the wider industrial zone, features the companies present as core to the facility's low-carbon positioning relative to older nickel processing routes. Supporting infrastructure under construction includes a logistics dock, worker housing, and social facilities for the surrounding community.
The tailings question now entering design
HPAL technology produces substantially more waste by volume than the nickel it recovers, and Sambalagi's own construction schedule reflects how much engineering attention that waste stream now requires. Kontan's Jelajah Ekonomi desk, reporting from the site in June 2026, described plans to level two valleys near Sambalagi to house the project's tailings storage facility, the repository for residual material left after the HPAL extraction process. Khristya Pramitha, Bahodopi HPAL Project Engineer at Vale Indonesia, said the facility design remains in soil testing and technical review, with Vale conducting its own independent review of the designs prepared by BNSI management. Construction of the initial tailings area is targeted to begin in August 2026, with a partial facility expected operational by early 2027. The project's long-term plan is to eventually repurpose closed, filled tailings areas for solar panel installation, folding the waste footprint back into the site's renewable energy plans rather than leaving it as permanently idle land.
That design-stage caution sits against a national backdrop that gives it real weight. Energy Shift Institute (ESI), an independent research organization, published an analysis on 15 July 2026 projecting that Indonesia's stock of HPAL-derived nickel waste could reach 1.4 billion tons by 2035, roughly ten times current stored volumes, based on the output of HPAL facilities already operating, under construction, or planned nationally. ESI's analysis notes that HPAL tailings typically contain chromium at 1 to 1.5 percent by weight, and that Indonesia-wide chromium entering storage could reach an estimated 1.4 to 2.0 million tons a year by 2030, a figure ESI frames as the reason storage design and monitoring standards deserve as much attention as production capacity. The same analysis points to the tropical rainfall common across Indonesia's nickel regions, in the range of 2,400 to 3,000 millimeters annually, as a factor that specifically raises the engineering bar for slope and storage stability, which is precisely the kind of site-specific geotechnical work now under review at Sambalagi.
Why the economics of tailings design matter
ESI's analysis also makes an economic point worth foregrounding alongside the engineering one: stricter tailings storage standards raise upfront construction cost, but the same analysis notes that higher storage standards can make iron recovery from tailings more economically viable, turning a stored waste stream into a partially recoverable resource rather than a permanent liability. That reframing, treating tailings as an asset to be valued and potentially recovered rather than only a hazard to be contained, is consistent with how Indonesia's environmental economics regulations already price ecological damage and recovery cost under Permen LH No. 7 Tahun 2014, and it extends naturally to a facility still in its design phase, where the cost of building monitoring and recovery potential in from the start is lower than retrofitting it later.
What comes next
The next visible milestones at Sambalagi are the August 2026 start of tailings construction, the targeted first mechanical completion of the three production lines by the end of 2026, and the partial tailings facility coming online in early 2027 ahead of full plant commissioning. Each of those dates gives government agencies, financiers, and the communities around Bungku Pesisir a concrete point to check design assumptions against actual construction as it proceeds, rather than waiting until the plant is operating to ask whether the tailings facility performs as designed.

Sirkularium reads the HPAL Sambalagi milestone as a genuine downstreaming achievement, and one where the project's own caution around tailings design is worth encouraging rather than treating as an afterthought. Vale's decision to run independent design reviews and phase tailings construction behind soil testing, rather than building to a fixed schedule regardless of ground conditions, is the right instinct for a facility sited in a high-rainfall region on Indonesia's nickel frontier.
What would strengthen that instinct further is an independently verified, GIS-based baseline survey of the two valleys now being engineered for tailings storage, covering slope stability, water table condition, and downstream watershed sensitivity, established before construction begins and repeated on a fixed schedule once the facility operates. That baseline would give PT Vale, its joint-venture partners, and the ministries overseeing the PSN designation a shared, quantified reference point for what responsible tailings management looks like at this specific site, not only against Indonesia's own regulatory standards but against the kind of long-horizon risk ESI's national projection is asking the sector to plan for now. For a project already moving quickly toward its 90,000-ton production target, building that valuation discipline in during the design phase is the more defensible foundation to scale from.
