Bandung signs for a 300 tonne a day circular waste plant at Gedebage

On Friday 21 August 2026 at Balai Kota Bandung, the city government signed a memorandum with BPI Danantara and the Ministry of Higher Education, Science and Technology for TPOS Gedebage, a facility designed to process 300 tonnes of waste a day into solid recovered fuel. The estimated investment is Rp50 to 60 billion, with operation targeted for early 2027.

A signing at Balai Kota that closes part of a gap

On Friday 21 August 2026, at Balai Kota Bandung, the city government signed a memorandum of understanding with the Danantara Investment Management Board and the Ministry of Higher Education, Science and Technology. The subject is TPOS Gedebage, the Tempat Pengolahan Sampah Organik dan Sirkular, a plant designed to take 300 tonnes of waste a day and turn it into solid recovered fuel.

The estimated investment is Rp50 to 60 billion. The sequence after the memorandum runs to a cooperation agreement, then land preparation, then construction, with operation targeted for early 2027 and a working date of January 2027 cited by the city. Mayor Muhammad Farhan described the facility as one of the breakthroughs the city is putting in place while the provincial Legok Nangka site is completed.

The partners are unusual for a municipal waste project and worth naming precisely. Sigit Puji Santosa signed as Chief Technology Officer of BPI Danantara. Brian Yuliarto signed as Minister of Higher Education, Science and Technology. PT Pindad is associated with the technology side. That combination puts a sovereign investment vehicle, a science and technology ministry and a state manufacturer behind a plant that a single city would normally procure alone.

Santosa summarised the logic of the design in one line.

There is no need to haul it to a landfill. We finish it in each region.

The arithmetic Bandung is working with

Bandung generates about 1,500 tonnes of waste a day. Its allocation at TPA Sarimukti, the regional landfill it depends on, is 980 tonnes a day, reduced from a previous 1,200 tonnes. Bandung is the only provincial capital in Indonesia without a landfill of its own, which means every tonne it cannot process locally has to find room in somebody else's site.

Existing local capacity covers part of the balance. Around 215 tonnes a day is handled through Kang Pisman, the city's reduce, separate and utilise programme, together with maggot cultivation. A further 110 tonnes a day passes through 19 incinerator units. Darto, Head of the Bandung Environmental Services Department, has reported that of those 19 units, one, at the Rumah Deret Tamansari waste collection point, did not meet pollutant thresholds, with the remainder within limits.

The city has put the shortfall at roughly 305 tonnes a day. That figure does not reconcile exactly with the components as separately reported, which would imply a smaller residual, and the discrepancy is worth noting rather than resolving silently. Either way, a gap in the low hundreds of tonnes a day is the problem Gedebage is sized against, and 300 tonnes a day of new capacity is a close match to it.

That is the practical significance of the 21 August signing. The number is not aspirational. It is the size of the hole.

What RDF type 5 changes

The plant will produce solid recovered fuel, a high calorific material that can be burned by refineries, factories and industrial boilers in place of conventional fuel. Farhan has been specific about the format, describing it as RDF type 5, compacted rather than loose.

The distinction matters commercially more than it might sound. Loose refuse derived fuel is bulky, awkward to store and expensive to move, which tends to confine it to an offtaker close to the plant. Compacted briquettes have higher density, travel better and are easier for an industrial buyer to handle with existing equipment. A city that can move its fuel to whoever will pay for it has a stronger position than one tied to a single neighbouring buyer.

The technology is also specified as enclosed and controlled, with odour containment an explicit design requirement rather than an afterthought. Farhan set that out ahead of the signing, saying the aim was to process a significant quantity of waste without generating odour. For a facility at Gedebage, inside the city rather than at a remote disposal site, that requirement is what makes the location viable at all. Odour is the single most common reason urban processing plants lose community consent.

One element is not yet settled in the public record. None of the reporting around the signing identifies the confirmed buyer for the briquette output. The material has clear industrial uses, and West Java has cement, textile and manufacturing capacity that consumes exactly this kind of fuel, but a named offtaker with a contracted price is a different thing from a plausible market.

The distributed network the plant sits inside

Gedebage is not a standalone answer, and the city has not presented it as one. Bandung is also building out 220 distributed processing points, each sized between five and ten tonnes a day, aiming to cut about 125 tonnes a day from the volume needing disposal. The West Java provincial government has supplied 151 RDF machines toward that network, and the Indonesian Army headquarters has supported 50 processing sites.

Each site requires a plot of at least 100 square metres with adequate access, sited away from schools, health facilities and similar public buildings. Farhan has identified land as the binding constraint rather than equipment, noting that the machines are largely available and that preparing and selecting sites is the current challenge. That is a familiar pattern in dense cities, and it is the reason a single 300 tonne facility on a secured site is valuable alongside a distributed network: it does not depend on assembling 220 separate land agreements.

Read together, the two programmes describe a deliberate structure. Small units handle organic material close to where it is generated. One larger plant converts what remains into a product with a market. The landfill takes what neither can use.

Sirkularium's view for government and public institutions

Three points for local governments watching this.

First, on procurement and partners. The most transferable feature of this agreement is not the technology but the counterparty structure. A city facing a capacity gap of a few hundred tonnes a day rarely has the balance sheet to build alone, and rarely has the technical staff to specify a fuel plant. Pairing a sovereign investment vehicle with a science and technology ministry addresses both constraints at once. Other cities approaching the open dumping deadline should ask whether the same combination is available to them, because the precedent now exists.

Second, on offtake. This is the element that will determine whether Gedebage becomes an asset or a cost centre. A solid recovered fuel plant without a contracted buyer is a sorting facility with an expensive output nobody has agreed to take. The compacted format widens the potential market, which is a genuine advantage. Converting that into a signed offtake agreement, with a price formula and a minimum volume, before construction rather than after, is the step that makes the investment case hold. We would encourage the city to publish the offtake terms when they are reached.

Third, on sequencing. Bandung is building processing capacity while its landfill access is being reduced, not after. The Sarimukti allocation has already fallen from 1,200 to 980 tonnes a day. Cities that wait for a disposal constraint to become acute before commissioning alternatives end up procuring under pressure, which is the most expensive way to buy infrastructure. The 21 August signing happened while the city still has room to plan.

What to watch next: the cooperation agreement that follows the memorandum and whether it holds the January 2027 date, the land preparation at Gedebage, the identity and terms of the fuel offtaker, and whether the 220 point network reaches its 125 tonne a day reduction target on the August to October schedule the city set.

Bandung has been open about the size of its gap and is contracting against it. Sirkularium will continue following the project through to commissioning.
