Bantul counts the trucks it needs to keep a waste to energy plant fed

Bantul must deliver 250 tonnes of waste a day to the PSEL facility at Piyungan once it operates. At five tonnes a load that means 50 trucks, and the regency currently runs 36. On 31 August 2026 its environment agency set out how it intends to close the gap, through fleet procurement in the 2027 budget and a network of collection depots.

An obligation expressed in vehicles

Most waste to energy coverage concerns the plant. This one concerns the trucks, and it is the more instructive story.

The PSEL facility at Piyungan, serving the Yogyakarta special region, needs at least 1,000 tonnes of waste a day to operate. That requirement is shared across the Kartamantul area, the combined territory of Yogyakarta city, Sleman and Bantul. Bantul's share is 250 tonnes a day.

On 31 August 2026 the regency set out what that means in practice. Collection trucks carry five tonnes. Supplying 250 tonnes a day therefore requires at least 50 vehicles. The Bantul environment agency currently operates 36.

The head of the agency put the arithmetic plainly.

Bantul's obligation is 250 tonnes a day, and since the trucks hold five tonnes each, we need at least 50 vehicles.

That is an unusually clear piece of public communication about infrastructure. It contains no adjectives, states an obligation, a unit capacity and a resulting requirement, and can be checked by anyone who can divide. Local government statements about waste projects are more often expressed in ambitions and target years. This one can be audited.

The regency intends to procure the remaining 14 through the regional budget, targeting additions in 2027. It is also building out collection depots that will serve as the first aggregation point before material moves to Piyungan, with five depots targeted initially out of nine planned.

Why a feedstock obligation is the part that gets missed

A waste to energy plant is not a disposal site that passively receives whatever arrives. It is a thermal facility with a minimum throughput below which it does not run efficiently and, under most contract structures, below which the host governments pay anyway.

That makes feedstock supply a contractual obligation rather than a best effort. If Bantul cannot deliver 250 tonnes a day, the consequence is not simply that less waste is processed. It is that the plant runs below design capacity, generates less electricity against a power purchase agreement, and the shortfall becomes a commercial question between the operator and the local governments.

This is the reason the truck count matters. A regency that signs a tonnage commitment without confirming it can physically move that tonnage has taken on an obligation it may not be able to meet. Fourteen trucks is a procurement line, a budget cycle and a delivery lead time. Identifying that requirement in 2026, for a facility that will need the material later, is the difference between an orderly procurement and an emergency one.

The depot network is the second half of the same problem. Collection vehicles that drive individual routes to a distant facility spend most of their day travelling. A depot lets small collection vehicles aggregate material locally, so that larger loads make the longer journey. Without depots, the truck count needed to move 250 tonnes a day would be considerably higher than 50.

The timing question

Reporting on when the plant will need this material is not consistent. Some accounts describe the Piyungan facility as targeted to begin receiving waste at the end of 2028, while others refer to operation in 2027. Earlier coverage of the cooperation agreement signed in August 2026 put groundbreaking in December 2026, with an estimated investment of Rp2.5 to 3 trillion for a facility processing 1,000 tonnes a day.

The range is worth stating rather than resolving, and it has a practical consequence for Bantul. A 2027 requirement and a 2028 requirement imply different procurement urgency for those 14 trucks. A regency planning against the later date while the plant commissions on the earlier one would arrive short.

What is not in dispute is the quantity. The 250 tonne figure is fixed by the plant's total requirement and the allocation between the three Kartamantul governments, and it does not change with the schedule.

Preparing supply while the plant is built

There is a transitional dimension here too. Bantul has been working on arrangements for the period before the facility operates, which raises a question every host government faces: what happens to the material in the meantime.

A regency that builds collection capacity ahead of a plant has somewhere to put the material only if its interim processing and disposal arrangements hold. A regency that waits until the plant is commissioned before building collection capacity will not be able to supply it. The first approach costs money earlier. The second risks a plant standing idle.

Bantul appears to be taking the first path, procuring fleet and building depots against a future obligation. That is the more expensive sequence in the short term and the one more likely to deliver on time.

There is an additional benefit to that sequence which is easy to overlook. The fleet and depots built to supply a PSEL are the same fleet and depots that improve ordinary collection service before the plant exists. A regency adding trucks in 2027 gets better collection coverage in 2027, not merely supply readiness in 2028. The spending is therefore not idle while it waits for the plant, and the budget case is stronger when it is presented that way.

Sirkularium's view for government and public institutions

Three observations for local governments party to a regional waste to energy project.

First, convert the tonnage commitment into a logistics plan before signing. Any local government agreeing a daily supply figure should calculate, at that moment, the number of vehicles, drivers, crews, depots and routes required to move it, and confirm those are budgeted. The tonnage is the headline; the fleet is what delivers it. Bantul has done this arithmetic publicly, and the resulting number, 14 more trucks, is now a visible budget item rather than a later surprise.

Second, treat depots as part of the plant's supply chain rather than as local amenities. Their function in this design is aggregation, and aggregation is what keeps the vehicle count and the fuel bill manageable. Districts should size and site depots against the haul distance to the facility, not only against neighbourhood convenience.

Third, resolve the commissioning date before finalising the procurement schedule. Where sources differ between 2027 and 2028, the host governments should obtain a single date from the operator in writing and plan to it. We would encourage the Kartamantul governments to publish a shared delivery timetable covering plant commissioning, fleet procurement and depot completion, so that the three workstreams are visibly aligned.

What to watch next: whether the 14 additional trucks appear in the 2027 Bantul budget, how many of the nine depots are completed, confirmation of a single commissioning date for Piyungan, and whether Yogyakarta city and Sleman publish equivalent supply plans for their own shares of the 1,000 tonnes.

Bantul has done the unglamorous arithmetic in public. Sirkularium will continue following whether the fleet arrives before the plant does.
