Banyuwangi is put forward as a national waste model after eight years of building one

The programme now reaches 73 villages and about 23,410 households, runs a processing facility handling up to 84 tonnes a day, and has been funded in sequence by Austria, Norway and the United Arab Emirates since 2018.

A model proposed, and what sits behind it

Coordinating Minister for Food Zulkifli Hasan has proposed Banyuwangi Hijau as a national model for waste management, during a visit that included the handover of new collection vehicles to the regency.

Banyuwangi is among the best in waste processing. That is why many parties provide assistance, including Austria, Norway and the United Arab Emirates, because waste management here is considered good.

Accounts of the handover differ slightly on the fleet, with 40 vehicles reported in one and 44 in another. The number is small against the substance of what is being recognised.

Banyuwangi Hijau is a community and area based system built around TPS 3R facilities across village areas, integrating household separation, segregated collection and processing. As of May 2026 it reached 73 villages, serving 23,410 households, roughly 500,000 residents.

Its main processing facility, TPST Balak in Desa Balak, Songgon district, handles up to 84 tonnes a day and serves six sub districts. Earlier descriptions of the plant put its design capacity at 80 tonnes a day.

Eight years, three funding phases

The detail that makes Banyuwangi worth studying is not the technology. It is the duration.

The programme has run through sequential phases since 2018. In the first and second phases, from 2018 to 2023, Austria and Norway supported infrastructure development, including the construction of TPST Balak. From 2024 the third phase has drawn support from the United Arab Emirates, directed at strengthening the system from upstream to downstream rather than at building more infrastructure.

The wider partnership includes the regency government, Systemiq, Borealis, P4G, Clean Rivers and Accenture alongside the government donors.

That sequence is the unusual part. Most donor supported waste programmes in Indonesia run for a single project cycle of three to five years, build a facility, and end. Banyuwangi has had continuous external support across three phases and eight years, and crucially the emphasis shifted between phases: infrastructure first, then system strengthening.

That shift is what a programme needs in order to survive. Building a TPST is a capital exercise that a donor can complete. Making a TPST work requires routes, tariffs, staff, maintenance budgets and household participation, and none of those are finished when a ribbon is cut. A third phase aimed explicitly at the system rather than the plant is an admission that the first two phases produced assets which needed something more to become a service.

The regency is also preparing a facility with a capacity of 500 tonnes a day, supported by the public works ministry, which would be a substantial step up from the 84 tonnes at Balak.

That jump deserves scrutiny rather than applause alone. Moving from an 84 tonne village based plant to a 500 tonne regional facility is not the same activity at a larger scale. It changes the collection logistics, the staffing profile, the maintenance regime and the failure consequences. A village facility that breaks down inconveniences six sub districts for a few days. A 500 tonne facility that breaks down has nowhere to send its intake. Banyuwangi's advantage is that it approaches that step with eight years of operating experience rather than from a standing start, which is precisely the position most districts commissioning a large plant do not enjoy.

What the coverage figures actually say

Twenty three thousand households is a real achievement and it is also a partial one. Banyuwangi is a large regency, and 500,000 residents covered represents a meaningful share of its population rather than all of it.

Stating that plainly strengthens rather than weakens the case for the model, because it identifies what the model actually is. Banyuwangi has not solved waste management across its entire territory. It has built, over eight years, a working method and demonstrated it at a scale of tens of thousands of households, which is well beyond pilot scale and short of universal coverage.

For a national model, that is the right stage to be studied at. A pilot serving a few hundred households proves very little, because almost anything works when a project team is closely involved. A system serving 23,410 households across 73 villages has encountered the problems that appear at scale: route economics, staff turnover, equipment breakdown, seasonal variation and the slow decay of household participation once novelty passes.

International visitors have been drawing the same conclusion. A Nestle Asia Pacific delegation visited in August 2026 to study the regency's waste management.

Why the fleet handover is the right kind of support

Handing over 40 or more collection vehicles sounds like a routine gesture and is in fact well matched to where such a programme sits after eight years.

An area based system depends absolutely on collection reliability. Households separate material only for as long as it is collected on schedule; when collection fails, participation falls quickly and is expensive to rebuild. Collection vehicles are also the part of a waste system that wears out fastest and is hardest to fund from a regency budget, because vehicles depreciate visibly while their replacement competes against more prominent capital projects.

Central support directed at fleet renewal therefore protects an asset that has already been built with donor money. It is less visible than a new facility and it does more for service continuity.

Sirkularium's view for government and public institutions

Three observations.

First, on what makes a model transferable. Districts asked to learn from Banyuwangi should study the phasing rather than the plant. The sequence of infrastructure first, then system strengthening, with the same partners across both, is the replicable element. A district that copies TPST Balak without an equivalent multi year commitment to operations will end up with a building.

Second, on publishing coverage honestly. Banyuwangi's figures are specific: 73 villages, 23,410 households, roughly 500,000 residents, as of a stated month. That precision is what allows another district to judge whether the model fits its own scale. We would encourage every district presented as a model to publish coverage in those terms, with a date attached, rather than in percentages without a denominator.

Third, on fleet as recurring cost. The most common reason an area based collection system degrades is vehicle availability. Districts building such systems should budget replacement cycles from the outset and should treat central or donor fleet support as a supplement to that budget rather than a substitute for it. A programme that depends on periodic vehicle donations has a structural fragility that does not appear in its coverage figures.

What to watch next: whether the 500 tonne a day facility supported by the public works ministry proceeds and how it relates to the existing village based network, whether coverage extends beyond 73 villages during the third phase, and what happens to funding and operations when the UAE supported phase concludes.

Banyuwangi has been building this for eight years, which is why it has something to show. Sirkularium will continue following whether the model travels.
