A rest stop on the Cipali toll road turns its own waste into two salaries

Rest Area KM 164 on the Cipali toll road in Majalengka handles about 800 kilograms of waste a day and runs it through a small circular economy of maggot cultivation, fish ponds and recovered material sales. Since May 2026 the operation has earned roughly Rp1.5 million a week and now funds two local jobs at the regency minimum wage.

A mini circular economy at kilometre 164

Rest Area KM 164 on the Cikopo to Palimanan toll road, in Majalengka, West Java, is an ordinary motorway service stop. It is also, since the middle of this year, a working example of waste management that pays for itself.

The site handles about 800 kilograms of waste on a normal day, rising to between 900 kilograms and a tonne during long weekends when traffic on the Cipali route peaks. Rather than consolidating that into a single load bound for a landfill, the rest area separates it into three destinations. Organic material feeds maggot cultivation. Inorganic material is sold to collectors. Residue, roughly 40 percent of the total, goes for disposal.

Taufik Nurohman, who manages the site, has described the shift as coming out of guidance from the environment ministry to treat waste as something with economic value rather than as a load to be collected and dumped.

The operation started in stages. Sales of recovered inorganic material began in May 2026. Maggot cultivation followed in June.

The numbers behind a small operation

The figures are modest and that is what makes them useful, because they are within reach of any similar site.

Recovered inorganic material earns about Rp1.5 million a week. The maggot side consumes 12 to 15 kilograms of organic waste a day and produces 20 to 30 kilograms of maggots a month, sold in 45 gram cups at Rp4,000 each, supplying four fishing shops and bringing in around Rp150,000 a week. The site has also run catfish and tilapia ponds, completing two harvests so far.

The most significant number is not a revenue figure. Income from inorganic sales now funds two local residents in paid work at the Majalengka regency minimum wage.

Thank God, this month we have been able to employ two people from the surrounding community.

That sentence describes the whole proposition. A waste stream that previously generated a disposal cost now generates two wages. The rest area has not become a recycling business. It has stopped paying to remove something it can sell, and has redirected the difference into local employment.

The product range has widened beyond maggots. The site also produces organic fertiliser, compost, eco enzyme, and liquid soap made from fermented fruit waste. Sorting at the site runs across five categories: specific waste, plastic, organic, paper, and residue.

What a site like this proves

Rest areas are an unusual and instructive case. They generate a concentrated, fairly predictable waste stream from food and beverage outlets, with a high organic fraction and a high share of clean, recoverable packaging. They have staff on site, space behind the retail frontage, and a single manager who can make an operational decision without a council vote.

That combination makes them close to an ideal pilot environment. What is proven at kilometre 164 is not that the technology works, since maggot cultivation and small scale composting are well established in Indonesia. What is proven is the business arithmetic at a specific, ordinary scale: 800 kilograms a day, processed on site, produces enough margin to pay two wages.

It also demonstrates the value of getting the residue share down and stating it honestly. Forty percent residue means 60 percent of the stream is being recovered or processed. For a site that was until recently sending everything to a landfill, that is a substantial change, and publishing the residue figure rather than a recovery headline makes the remaining work visible.

The five category sort deserves attention too. Most programmes run two or three streams, whereas separating paper from plastic and pulling specific waste out as its own category raises the sale price of each fraction and lowers contamination risk. Collectors pay more for material they do not have to sort again. At a scale of 800 kilograms a day, that price difference is what separates an operation that covers its own costs from one that merely reduces a disposal bill.

From education to operation

The site sits inside a longer programme. Astra Tol Cipali, the concession operator, has been running waste management education at its rest areas for some time, including separation campaigns aimed at road users during the holiday travel season and activities marking World Environment Day in 2026. The environment ministry has separately encouraged rest areas to support low waste travel.

The progression from education to operation is the part worth noting. Signage and campaigns aimed at travellers change behaviour at the margin and are difficult to measure. An on site processing operation changes the destination of the material regardless of whether any individual traveller sorts correctly, because the separation happens again at the back of house. The education work raises the quality of what arrives. The processing operation captures the value.

Indonesia has a large number of sites with this profile. Toll rest areas, airports, ferry terminals, campuses, hospitals and government office complexes all generate concentrated streams under single management. Very few of them process on site.

Sirkularium's view for government and public institutions

Three observations.

First, on where to look for quick wins. Local governments under pressure to cut landfill volumes tend to focus on households, which is the hardest and slowest place to start. Concentrated commercial and institutional sites under single management are faster, cheaper to supervise and produce cleaner material. A district with several toll rest areas, a bus terminal and a hospital complex has a few tonnes a day available without a single household campaign.

Second, on the permitting and support that would help. An operation of this type needs very little from government: clarity that on site processing is permitted, a route to sell recovered material, and ideally access to the same waste bank networks that community operators use. Districts should check that their own regulations do not inadvertently require all waste to be handed to the municipal service, because that requirement quietly makes operations like this one non compliant.

Third, on replication through concession agreements. Toll road, airport and port concessions are periodically renewed and renegotiated. Inserting an on site waste processing requirement, with a published residue share, into those agreements would replicate this model across dozens of sites at no cost to the public budget. That is a regulatory lever that sits with national and provincial authorities rather than with districts.

What to watch next: whether the residue share at KM 164 falls below 40 percent, whether the operation extends to other rest areas on the Cipali route, and whether the maggot and fertiliser output finds buyers beyond the four fishing shops currently supplied, since market depth is what determines whether a site like this scales or plateaus.

Two wages from 800 kilograms a day is a small result. It is also a documented one, at a scale thousands of Indonesian sites share. Sirkularium will continue following where the model travels.
