Tangerang Selatan turns landfill risk management into routine practice at TPA Cipeucang

What happened at Cipeucang

Between 11 and 13 September 2026, the Tangerang Selatan city government (Pemkot Tangsel) intensified a program of soil capping and round the clock surveillance at TPA Cipeucang, the city's main landfill in Serpong. Deputy Mayor Pilar Saga Ichsan told reporters that roughly 70 percent of the exposed waste mass had already been covered with compacted soil, a step aimed at two linked hazards of the dry season: accidental fire and slope failure in loosely packed waste piles.

Pilar instructed that no community activity, and in particular no waste burning, should be allowed near the site. Officers have been posted at the landfill around the clock, and city crews have cleared vegetation and access points around the perimeter, both to keep an outside fire from reaching the waste piles and to remove the opportunity for a fire to be started deliberately.

The timing reflects a broader seasonal pattern. Dry weather has turned exposed organic waste at landfills across Java into ready fuel this year, and Tangsel's leadership is treating capping and monitoring as a first line of defense rather than as a response to an incident that has already happened. City officials describe the program as an ongoing operational routine rather than a one time cleanup, with soil covering and inspection continuing on a rolling basis until the full landfill face is stabilized.

The numbers behind the pressure on Cipeucang

TPA Cipeucang was designed to process around 400 tonnes of waste a day. By early September 2026, Tangerang Selatan was generating roughly 1,022.65 tonnes of waste daily, of which household waste accounted for about 77.4 percent, according to municipal figures reported this month. Annual waste volume for 2024 alone reached an estimated 373,267 tonnes, underlining how far actual generation has outgrown the landfill's original design.

That gap between capacity and load is not new, and it has already drawn national attention. In December 2025, Deputy Minister of Environment Diaz Hendropriyono and Ministry of Public Works Director General of Human Settlements Dewi Chomistriana visited the site as national agencies worked with the city to keep Cipeucang operating while longer term capacity is built elsewhere. Dewi noted at the time that the landfill's three zones already held an estimated volume of more than 1,000,000 cubic meters in Zone 1 and about 500,000 cubic meters each in Zones 2 and 3, a scale that leaves little room for further uncontrolled expansion.

"Kapasitas tampungnya (TPA Cipeucang) hanya maksimal 400 ton per hari," Dewi Chomistriana said, underlining why active management of the existing waste mass, rather than simply adding more of it, has become the city's near term priority.

Nine days before the capping update, on 7 September, a fire broke out at TPA Galuga in Bogor Regency, sparked by an adjacent agricultural fire that spread into an older, unused section of that landfill. The blaze burned for more than a day and a half across an estimated 42 hectares before the National Disaster Management Agency (BNPB) and joint TNI Polri teams, supported by an Indonesian Air Force helicopter water drop, brought it under control, with no casualties reported. The incident is a reminder, not a verdict on any one city's management, that dry season landfill fires are a live operational risk across Java this year, and that early prevention is markedly cheaper than emergency response once a fire has taken hold.

Why this moment matters for the 2026 target

Tangsel's capping program sits inside a larger national deadline. Minister of Environment Hanif Faisol Nurofiq has reaffirmed that the government intends to end open dumping practices across Indonesia's landfills within 2026, with a national waste management target of 63.4 percent under the current medium term development plan (RPJMN), set out in Presidential Regulation No. 12 of 2025. Of Indonesia's 485 registered landfills, around 145, roughly 30 percent, had already ended open dumping by the close of 2025, leaving about 369 still in transition.

Minister Hanif has linked that target directly to household behavior as well as landfill engineering.

"Lebih dari 60 persen masyarakat telah melakukan pemilahan sampah. Ini merupakan capaian yang sangat baik," he said, pointing to Bali's Denpasar and Badung districts, where sorting rates have already passed 60 percent, as evidence that the national target is achievable when local governments and residents move together.

Seen against that backdrop, Tangsel's work at Cipeucang reads as an interim, risk reducing measure while structural fixes, expanded TPS3R (reduce, reuse, recycle processing) sites, and eventual capacity additions are built out. It is not a substitute for those investments, but it buys time and reduces the odds that a preventable fire or landslide disrupts the wider transition timeline.

What Tangerang Selatan is building beyond the capping

City officials have paired the physical work at Cipeucang with cross agency coordination among environmental, disaster management, and public order units, to keep the closure and monitoring regime consistent day to day. That coordination model, applied consistently, is itself a transferable asset. Other cities managing landfills under similar pressure, from Bogor Regency to parts of greater Bekasi, face the same combination of aging capacity, dry season fire risk, and a hard national deadline, and can draw directly on Tangsel's sequence of clearing, capping, guarding, and reporting.

Tangerang Selatan has also continued to lean on community based TPS3R facilities to divert waste before it reaches Cipeucang at all, part of the same broader strategy that Jakarta and other cities in the Jabodetabek region are using to reduce landfill dependence, expand household level sorting, and recover material value through composting and recycling rather than simple disposal. None of these measures alone closes the gap between 400 and 1,022.65 tonnes a day, but together they describe a city trying to manage a known structural shortfall responsibly while national capacity investment catches up.

For government and public institutions, the Cipeucang case is a useful, low drama example of what near term progress on the 2026 target actually looks like in practice. It rarely involves a single large announcement. More often it means sustained operational discipline, capping, guarding, and clearing access routes, applied consistently at a facility that is already under strain, while longer term investment in processing capacity and source reduction catches up.

Two things are worth watching next. First, whether Tangsel's capping and 24 hour monitoring model becomes standard practice across other stressed landfills ahead of the peak dry season months, given the precedent set nearby at Galuga. Second, whether the national tally of landfills that have ended open dumping moves meaningfully past the current 30 percent mark before the 2026 deadline, since that figure, more than any single city's story, will determine whether the RPJMN target is met. Financing and technical support for the roughly 369 landfills still in transition, alongside continued expansion of TPS3R networks and household sorting, should be the metrics that regional governments and their national counterparts track most closely over the coming months.
