Jakarta's sorting drive takes 500 tonnes a day off Bantargebang

On 3 September 2026 Governor Pramono Anung reported that waste arriving at TPST Bantargebang has fallen by roughly 500 tonnes a day. Household participation in sorting has risen from 5.31 percent to 23.14 percent since the movement launched in May, and the next 500 tonnes is expected to come from Jakarta's 153 public markets.

The number the governor brought to City Hall

On 3 September 2026, at Jakarta City Hall, Governor Pramono Anung reported a measurable change at the capital's disposal site. Waste arriving at TPST Bantargebang has fallen by approximately 500 tonnes a day.

Against Jakarta's daily generation of more than 9,000 tonnes, or roughly 3.17 million tonnes a year, a 500 tonne reduction is not a transformation. It is, however, the first firm number attached to a policy that has been running since May, and it is the kind of figure a city can build a budget case on.

The policy is Governor's Instruction Number 5 of 2026 on the movement to sort and process waste at source, which took effect on 10 May 2026. It requires households to separate into four streams: organic, inorganic, hazardous and toxic material, and residue. The instruction also gives RW heads authority to apply administrative sanctions where households do not comply.

Household participation is where the reduction originates. When the movement launched, 5.31 percent of Jakarta households were sorting. By early August that had reached 23.14 percent. Roughly one household in four is now doing something it was not doing four months earlier.

From collect and dispose to sort, collect and process

Pramono has described the change in operating pattern in a phrase that travels well.

The pattern used to be collect and dispose. Now it is sort, collect and process.

That is not only rhetoric. It describes a different relationship between the city and its waste. Under the old pattern, the city's job ended at the landfill gate and every tonne was a cost. Under the new one, the city has to know what is in each stream, where each stream goes, and who takes it. That is a harder operational problem and a more valuable one.

Bantargebang now accepts residual waste only, a restriction that took effect on 1 August 2026. The restriction and the sorting movement work as a pair. A landfill that refuses mixed loads creates the pressure. A household sorting programme supplies the means to comply. Either alone would have produced congestion rather than diversion.

The urgency behind the timetable is not in dispute. The sorting movement was launched in the months following a collapse of accumulated waste at Bantargebang in March 2026 in which seven people died. The instruction that followed set out the four stream requirement and the city has since paired it with a programme of waste to energy plants and adjusted operation at the RDF Rorotan facility.

Where the diverted material is going

A reduction at the landfill gate only counts if the material has somewhere else to go, and Jakarta has been building that capacity alongside the rule.

Community waste banks are the visible layer. There are now 2,247 waste bank units across the city, and the tonnage moving through them has risen from 1,046 tonnes to 1,432 tonnes. That is a 37 percent increase in throughput at the community end of the chain.

Alongside them, the city operates 31 TPS 3R units with a combined processing capacity of roughly 100 to 150 tonnes a day, and the RDF Rorotan facility handles between 800 and 1,000 tonnes daily.

Set those numbers side by side and the shape of the challenge becomes clear. Waste banks and TPS 3R units together handle a few hundred tonnes a day against citywide generation above 9,000. They are not yet the main route. What they are is the part of the system that improves material quality, and quality is what determines whether the larger facilities downstream can work at all. An RDF plant fed contaminated material produces poor fuel and higher maintenance costs.

The markets, and the next 500 tonnes

The next tranche has already been identified. Perumda Pasar Jaya operates 153 markets across Jakarta, and those markets together send about 500 tonnes of waste a day to Bantargebang. The city expects mandatory separation across all of them to remove a further 500 tonnes from the flow.

Preparation is well advanced. As of July, 146 markets had been equipped with separation bins, with 58 personnel assigned to a market cleanliness task force to monitor and educate traders, and a pilot running at Pasar Induk Kramat Jati in collaboration with LAPI ITB and PT FDR.

Markets are a well chosen target. Their waste is concentrated, heavily organic and highly predictable, arriving at a small number of identifiable sites rather than from hundreds of thousands of households. A single market manager can change the behaviour of hundreds of traders. Diversion per unit of administrative effort is far higher than it is for household collection, which is why market and institutional streams are usually where a city should start rather than finish.

The enforcement question that decides the rest

The obstacle the city has named is not household reluctance. It is private waste handlers, particularly those serving the hospitality sector, dumping unsorted loads outside the system.

Jakarta's response has been to publish the names of non-compliant handlers along with the waste sources and dumping locations, to apply administrative fines of Rp5 million per violation, and to close businesses that repeat the offence. The city has also set a target of 100 percent managed waste by 2028.

This is the right problem to be working on at this stage. A source separation programme that reaches one household in four has already proved the public will participate. What it cannot survive is a parallel channel where sorted material is recombined and dumped, because that resets the material quality the whole chain depends on. Publishing the source and the dumping location, rather than only the operator's name, is the useful detail: it tells the generating business that its own waste contract is now visible.

Sirkularium's view for government and public institutions

Three observations for other metropolitan governments.

First, on pairing the rule with the restriction. Jakarta did not introduce household sorting and hope the landfill would empty. It restricted the landfill to residual waste from 1 August and gave households a four stream rule from 10 May, so that the pressure and the means arrived in the right order. Cities sequencing their own open dumping exit should note the gap between the two dates. Roughly three months of household preparation preceded the gate restriction.

Second, on where to find the next tonne. The move from households to markets is the correct progression, and it is the one many cities skip. Concentrated institutional generators, which is to say markets, hospitals, malls, hotels and government offices, offer more diversion per unit of enforcement effort than dispersed households. A city looking for a rapid first result should map its largest generators before designing a public campaign.

Third, on measurement and honesty about scale. The 500 tonne figure is real and worth reporting, and it is about 5 percent of daily generation. Presenting it in that proportion rather than in isolation strengthens rather than weakens the case, because it shows the city knows the size of the remaining task. We would encourage Jakarta to publish the monthly weighbridge series for Bantargebang, so that the trend rather than a single announcement becomes the public record.

What to watch next: whether the 500 tonne reduction holds through the end of the year, whether market separation across the 153 Pasar Jaya sites delivers its projected second 500 tonnes, the enforcement record against private handlers, and whether waste bank throughput continues rising from 1,432 tonnes as participation moves beyond a quarter of households.
