Bali's diversion success moves the bottleneck downstream to Klungkung

The overload is evidence that Bali's restrictions on landfill disposal are working, and a signal that downstream capacity is now the constraint.

A facility built for 800 households, serving 1,200

TPS3R Bhuana Asri sits in Desa Selat, Klungkung. It was designed to serve 800 households. It currently serves roughly 400 more than that, drawn from nine banjar and seven dusun, with fourteen workers running daily operations.

The strain shows on the organic side. Ni Komang Sandat, who works at the facility, described the position directly, saying the organic waste is genuinely overloaded, and adding an observation that matters more than the volume: the proportion of mixed material arriving has been rising rather than falling.

Gusti Lanang Wirma, who chairs the facility, identified the constraint as household sorting discipline rather than equipment.

The facility has responded with the tools available to it, asking residents to sort before disposal and to keep to the collection window between 07:00 and 10:00, with separate schedules for organic and inorganic streams.

That second detail is doing more work than it appears. A facility running separate organic and inorganic collection days, within a three hour window, is operating a genuine two stream system rather than a nominal one. The constraint it faces is that a household which misses the window, or which cannot separate reliably, still produces waste that has to go somewhere. Where a schedule is tight and capacity is full, the mixed fraction that Sandat describes is the predictable result.

Why the ceremonial calendar matters here

Klungkung's organic load has a component that does not appear in most waste planning models. A significant share is ceremonial material, canang and janur, the daily offerings and woven palm leaf used in Balinese Hindu practice. That load rises sharply around religious holidays.

This is worth noting because it is entirely predictable. Unlike most surges in waste generation, the ceremonial calendar is published years in advance. A facility that knows a peak is coming six weeks out can arrange temporary labour, clear its windrows in advance, or open an overflow bay. Planning capacity against the average rather than against the known peak is what turns a predictable event into an overload.

It is also, technically, good feedstock. Canang and janur are clean, uniform, plant based material with no plastic contamination, which composts well and predictably. The problem is not the ceremonial waste itself. The problem is volume arriving at a site sized for a smaller population, mixed with material that should have been separated at home.

The bottleneck has moved, and that is progress

The right way to read Klungkung is alongside what has happened across Bali this year.

The province closed TPA Suwung to general waste in March 2026 and limited it to residual material from April. Regents and mayors across Bali committed to ending the collect and dump pattern from August. Denpasar has since reported a fall of around 70 percent in what it sends to Suwung, with household sorting participation rising from about 30 percent to around 70 percent.

Material that is no longer going to a landfill has to arrive somewhere else, and it is arriving at village processing facilities. That is the system working as designed. An overloaded TPS3R in September 2026 is a direct consequence of a successful upstream restriction earlier in the year.

This pattern appeared early. Within two weeks of the April restriction on organic waste at Suwung, three TPST facilities in Denpasar were reported overloaded. The environment ministry acknowledged the sequencing problem at the time by permitting organic material to continue entering Suwung until processing equipment at the TPST sites was ready.

Denpasar's own downstream capacity gives a sense of the scale involved. The city operates 23 TPS3R units with a combined capacity of about 72.83 tonnes a day. That is real infrastructure, and it is modest against what a province diverting at this rate produces.

The honest conclusion is that Bali moved faster on restriction than on capacity. That is a common sequencing choice and not an unreasonable one, because restriction is what creates the demand that justifies the capacity investment. But the gap between the two has to be closed on a defined timetable, or facilities like Bhuana Asri absorb the difference through staff effort until they cannot.

What Bali is building next

The province is not standing still on this. Around Rp400 billion has been allocated for a new organic waste facility in Klungkung, and the regency already hosts the TOSS Center, a processing site the environment minister has inspected.

There is also a demand side worth noting. Local government in Bali has indicated readiness to absorb up to 500 tonnes of compost a day for agriculture, greening and land quality restoration. That figure is the piece most composting programmes lack. A village facility can produce compost; what determines whether it keeps producing is whether someone buys or takes the output at volume. A standing provincial commitment to absorb compost turns village processing from a disposal activity into a supply chain.

Sirkularium's view for government and public institutions

Three observations.

First, on reading overload correctly. A district whose processing facilities are over capacity shortly after a landfill restriction is not failing. It is seeing the restriction work. The appropriate response is capacity expansion and sorting support, not a retreat from the restriction. We would encourage provinces to track processing facility utilisation as a headline indicator alongside landfill tonnage, because utilisation above design capacity is the early warning that the next investment is due.

Second, on planning to the peak. Any district with a significant ceremonial, festival or seasonal waste pattern should size at least its surge arrangements to the known peak rather than the annual average. The dates are published. Temporary labour, overflow capacity and pre event clearance are far cheaper than a facility that fails during a holiday period.

Third, on closing the loop on compost. The Bali commitment to absorb up to 500 tonnes of compost a day is the kind of measure other provinces should examine closely. Agencies responsible for agriculture, public greening, road verges and land rehabilitation are large potential consumers of compost, and a standing offtake commitment from those budgets does more to sustain village composting than any grant. Districts should quantify their own institutional compost demand and publish it.

What to watch next: whether Klungkung's service area is matched to facility capacity or the facility is expanded, the construction timetable for the new organic facility, whether the mixed material share arriving at Bhuana Asri falls as sorting campaigns continue, and whether the compost absorption commitment translates into actual purchase volumes.

Bali diverted the material. The work now is making sure the places it was diverted to can take it. Sirkularium will continue following the capacity side of the transition.
