Madiun regency enters a World Bank backed waste programme with its land already cleared

Selected, with the land already found

Madiun regency has been included among the 30 districts and cities selected for the Local Service Delivery Improvement Project, a programme led by the home affairs ministry with World Bank support.

LSDP is valued at US$350 million and was approved by the World Bank in December 2025. It targets integrated waste management at regional level built around a zero waste concept, and its selection criterion is specific: districts and cities generating more than 100 tonnes of waste a day. Selection followed an assessment of readiness.

The programme covers more than construction. Support extends to infrastructure, transport equipment, facilities, institutional strengthening and community education. Muhammad Zahrowi, Head of the Madiun regency environment agency, described the intended outputs.

Through the LSDP programme, waste is processed into economically valuable products such as refuse derived fuel, compost fertiliser, livestock feed and other derivative products.

Iwan Kurniawan, Director of Planning, Evaluation and Regional Development Information at the home affairs ministry's directorate general for regional development, has been among those overseeing the rollout.

Why the readiness assessment is the important part

The detail worth attention in this announcement is not the money. It is that selection followed a readiness assessment, and that Madiun already has its land.

Land is the most common reason Indonesian waste facilities slip. Acquisition takes years, involves compensation negotiation, and frequently encounters community objection that is entirely reasonable given what is being proposed nearby. A district arriving at a funding programme with a suitable plot already in its control has removed the single largest source of delay before the programme begins.

Placing the facility within the existing TPA Kaliabu area is the more elegant version of that solution. The land is already in public hands, already designated for waste use, already has road access built for waste vehicles, and the surrounding community has already absorbed the presence of a waste facility. None of those conditions has to be created.

Selecting on readiness rather than on need alone is a defensible design choice for a programme of this size, though it carries a distributional consequence worth naming. Districts with the weakest waste systems are often the ones least able to demonstrate readiness, and a readiness filter can direct support toward places already doing comparatively well. The 100 tonne a day threshold compounds that, since it excludes smaller districts by definition.

What TPA Kaliabu's condition adds

TPA Kaliabu is reported to be approaching capacity. That gives the LSDP facility an operational purpose beyond the programme's own objectives.

A regency whose landfill is nearly full has two routes. It can find a new site, which returns it to the land acquisition problem, or it can reduce what needs disposing of, which extends the life of the site it has. An RDF facility processing 100 tonnes a day does the second. Every tonne converted to fuel is a tonne not consuming the remaining void space.

That framing matters for the business case. An RDF plant justified only by the value of the fuel it produces has to compete on fuel economics, which is a hard case to make at 100 tonnes a day. An RDF plant justified by the avoided cost of acquiring and building a new landfill has a much stronger one, because new landfill capacity in a populated regency is extremely expensive when it is available at all.

The 100 tonne threshold in the selection criteria points the same way. A programme that admits only districts generating above that level is implicitly selecting for places where a processing facility can reach the scale at which it makes sense. Below roughly that volume, fixed operating costs dominate and a plant struggles to justify itself on any measure. Madiun sitting at the threshold rather than well above it means the facility's economics will be tight, and that the avoided landfill cost is doing genuine work in the calculation rather than serving as a supporting argument.

The Madiun pair

There is a useful symmetry here. Six days earlier, the city of Madiun confirmed release of Rp10 million to each of its roughly 1,025 neighbourhood units for household sorting, funded from its own municipal budget. Now the surrounding regency enters a US$350 million national programme funded by the World Bank for a processing facility.

The two are different governments with separate budgets, and it is a coincidence of timing rather than a coordinated plan. But together they illustrate the two halves of a functioning system, and the fact that they sit adjacent to one another is a reasonable argument for eventual coordination.

Household separation without downstream processing produces sorted material with nowhere to go. Downstream processing without household separation produces a facility fed contaminated feedstock, which for RDF specifically means low calorific value and a product that is hard to sell. Neighbouring jurisdictions that solve opposite halves of the problem have an obvious case for talking to each other.

Sirkularium's view for government and public institutions

Three observations.

First, on preparing land before funding appears. Districts hoping to access LSDP or any successor programme should identify and secure a candidate site now, ideally within an existing TPA boundary, and should complete the preliminary technical assessment before a call for applications opens. Readiness assessments reward districts that have done this, and land is the item that cannot be arranged quickly once a deadline is announced.

Second, on framing the business case around avoided cost. Districts justifying a processing facility should calculate and publish the cost of the alternative, which is acquiring, permitting and constructing new landfill capacity. That figure is usually large and makes the processing investment look considerably more attractive than a fuel revenue calculation alone.

Third, on the institutional component. LSDP explicitly funds institutional strengthening and community education alongside hardware, which is unusual and valuable. Recipient districts should protect those budget lines during implementation, because they are the first to be trimmed when construction costs rise, and they are what determine whether the facility still works in year five.

What to watch next: the specific allocation Madiun regency receives, construction timing at the TPA Kaliabu site, whether the 100 tonne a day RDF target is matched by an identified buyer for the fuel, and whether the remaining districts among the 30 publish their own readiness positions so others can learn what the assessment rewarded.

Madiun arrived at this programme with its land already settled. Sirkularium will continue following whether that advantage shows up in the delivery date.
