Pertamina closes the first half of 2026 ahead of its decarbonisation plan, with energy efficiency doing much of the work

Indonesia's largest energy company reported group wide emission reductions at 118 percent of plan for the first half of 2026, against a corporate target of 1,962,156 tonnes CO2e. The programmes behind the number are mostly ordinary industrial efficiency measures, which makes the result readable for other operators.
PT Pertamina (Persero) reported that its group wide decarbonisation programme closed the first half of 2026 ahead of plan, delivering emission reductions at 118 percent of the level set in the 2026 corporate work and budget plan, the document known in Indonesian practice as the RKAP. The result was carried by national outlets on 8 and 9 August 2026, among them Kompas, Jawa Pos, Republika, CNN Indonesia and Viva.
Two other performance lines moved in the same direction. The company's low carbon business portfolio recorded 101 percent of its RKAP target for the January to June period. Its wider environmental, social and governance work, covering governance systems, social programmes and sustainability reporting, came in at 102 percent of target.
What the company reported
The headline figure sits against a stated corporate target of 1,962,156 tonnes of carbon dioxide equivalent for 2026. Coverage varies slightly on how the percentage should be read. Kompas frames the 118 percent as delivery against the first half target, while Jawa Pos and several business wires present it as performance against the 2026 RKAP figure of 1,962,156 tonnes CO2e. The company has not published a half year tonnage of its own, so the cleanest reading available today is that the semester closed comfortably above the pace the annual plan required. Sirkularium notes the difference rather than resolving it, and will update once a tonnage is published.
Muhammad Baron, Vice President Corporate Communication at Pertamina, tied the result to the national target rather than to corporate positioning alone.
"Pertamina's decarbonisation is also the company's commitment to carrying out the government target of reaching net zero emissions in 2060," said Muhammad Baron, Vice President Corporate Communication at Pertamina.
The programmes credited with the result are bioethanol, biofuel and energy efficiency, supported by sustainable procurement, sustainability budget tagging and community energy work through the Desa Energi Berdikari initiative. The company also references its participation in the Oil and Gas Decarbonization Charter during 2026.
The trend line matters more than the single number
A percentage against plan only means something if the plan itself is moving. In this case it is. The corporate decarbonisation target has risen from 1.09 million metric tonnes CO2 in 2024, to 1.6 million in 2025, to 1,962,156 tonnes in 2026. That is roughly an eighty percent increase in ambition across three planning cycles, and the 118 percent is being measured against the largest of the three.
Delivery has tracked ahead of those targets. The company reported 1.7 million metric tonnes CO2 of reductions in 2024 against the 1.09 million tonne target. Through 2025 the group reported 2.27 million tonnes CO2e, alongside renewable electricity production of 8,711 gigawatt hours, a three percent increase on 2024, according to a June 2026 statement by President Director Simon Aloysius Mantiri. A target that keeps rising and results that keep clearing it is a healthier signal than a single strong quarter.
Efficiency is doing the quiet work
The most useful detail for public institutions is not the total. It is the composition. In the 2024 accounting, ten flagship programmes delivered 745,487 tonnes CO2e a year between them, or 43.5 percent of the company's total reduction for that year. The list is notably unglamorous: boiler burner upgrades, routing flare gas to turbine fuel, cutting flaring, reducing fuel gas consumption, improving fuel gas efficiency, using biodiesel in the marine fleet, and optimising boiler load.
Nearly half of a national energy company's emission reduction came from tuning boilers, capturing flare gas and running equipment better. None of it required a new technology to be invented first.
That is the finding worth carrying into policy conversations. These measures sit inside existing plant, use commercially available equipment, and pay back through lower fuel consumption before any carbon consideration enters the calculation. They are also, by their nature, repeatable. A cement plant, a pulp mill, a ceramics kiln and a food processing line all run boilers, all manage heat, and all lose energy in broadly similar places.
The national framing supports this reading. On 4 August 2026, Gigih Udi Atmo, Director of Energy Conservation at the Directorate General of New, Renewable Energy and Energy Conservation, told ANTARA that the government projects energy efficiency can contribute around 37 percent of the emission reduction target for the energy sector by 2030. Efficiency is not a supporting act in the national arithmetic. It is close to the largest single contributor.
Why this is useful for the 2030 target
Indonesia's industrial base is both a major energy consumer and a major emitter, and much of its demand is process heat still met by fossil fuel. That combination is exactly where efficiency measures deliver twice, cutting both operating cost and emissions from the same intervention. Pertamina's disclosure gives the sector something it has generally lacked: a named set of measures, an annual tonnage attached to them, and a share of total reduction that can be checked.
For a government working towards a 37 percent efficiency contribution by 2030, that kind of granularity is more valuable than aggregate corporate pledges. It converts a target into a shortlist of interventions with known effect sizes.

Three practical implications follow.
First, on measurement. The gap between the way outlets reported the 118 percent shows how quickly a strong result can lose precision in transmission. Standardised half year reporting of absolute tonnage, alongside percentage against plan, would let ministries, lenders and industry associations compare performance across companies rather than take each disclosure on its own terms. This is a small reporting convention with a large effect on comparability.
Second, on replication. The ten programme list is effectively a starter catalogue for industrial energy efficiency in Indonesia. Public institutions can accelerate uptake by translating it into a standard audit checklist for energy intensive sectors, tied to the subsector decarbonisation regulations the Ministry of Industry is preparing to issue in stages from September 2026. The measures are proven, the equipment exists, and the barrier is usually diagnostic capacity rather than capital.
Third, on financing. Efficiency projects of this type typically carry short payback periods and modest ticket sizes, which makes them awkward for large climate finance instruments and well suited to revolving facilities, vendor financing and energy service company models. Directing a portion of public and blended finance towards those structures would reach a class of project that current instruments tend to pass over.
What to watch next: whether Pertamina publishes an absolute half year tonnage to accompany the 118 percent, whether the ten programme efficiency catalogue is refreshed for 2025 and 2026, and how the Ministry of Industry's subsector decarbonisation regulations, expected in stages from September 2026, treat energy efficiency obligations for the priority manufacturing subsectors.
