Bogor Raya breaks ground at Galuga on a 2,000 tonne per day waste to energy plant

On 16 September 2026 the Bogor Regency government signed a cooperation agreement with PT Weiming Nusantara Bogor New Energy and handed over 10 hectares at TPAS Galuga, setting up a groundbreaking on 17 September for a waste to energy facility carrying an initial investment of 160 million US dollars and a companion pyrolysis plant worth about Rp600 billion.
A site that has taken Bogor waste since 1992 enters a new phase
TPAS Galuga in Cibungbulang, Bogor Regency, has received household waste from both Bogor Regency and Bogor City since 1992. Thirty four years of tipping have left roughly 40 hectares of land covered by accumulated waste. On Wednesday 16 September 2026, at a ceremony in Sentul, Bogor Regent Rudy Susmanto signed a cooperation agreement with PT Weiming Nusantara Bogor New Energy and formally handed over 10 hectares of land for construction of a facility that converts waste into electricity, known in Indonesia by the abbreviation PSEL. Danantara, the state investment manager coordinating the national programme, was represented by Dede Firmansyah, Senior Vice President for Stakeholder Relations. Groundbreaking was scheduled for Thursday 17 September 2026 at the entrance to the Galuga site.
The signing closes a preparation phase that has run alongside demanding day to day operations. A fire that started on neighbouring land on 7 September spread into disused sections of Galuga and grew from 5.5 hectares to 8.4 hectares before crews brought it under control. Both the regency government and the Bogor city government under Mayor Dedie A. Rachim kept cooling and monitoring teams on site through the following week so that the location would be stable and safe when construction work began. The sequence is worth noting. The same site that required emergency attention in early September is now the location of the largest single waste management investment the Bogor area has attracted, and the move from firefighting to construction took less than two weeks.
What the cooperation agreement commits each side to
The structure described by the regency government and by Danantara is worth setting out in full, because it differs from the arrangements that slowed earlier Indonesian waste to energy projects. The regency government provides the land and guarantees a minimum daily supply of waste matching the contracted quantity. The investor finances, builds and operates the plant. Electricity produced is absorbed by PT PLN as the designated offtaker. For regional treasuries the decisive point is that the local governments pay no tipping fee. In earlier project structures the tipping fee, a per tonne gate charge paid by the city or regency to the plant operator, was frequently the obstacle that kept projects from reaching financial close, because it fell on regional budgets already carrying the full cost of collection and transport.
What replaces the tipping fee is a supply obligation. If the contracted tonnage is not delivered, penalties apply. That converts collection performance from a service target into a contractual commitment, and it gives both governments a direct financial reason to keep fleets, transfer stations and routing discipline in working order for the full life of the concession. Regent Susmanto framed the shift in plain fiscal terms when he explained why an investment structure of this kind was needed at all.
The strength of regional fiscal capacity sourced from the regional budget will never be capable of financing all of those needs on its own.
The numbers behind a 2,000 tonne per day facility
The plant is designed around a feedstock of about 2,000 tonnes of fresh waste per day, drawn from both Bogor Regency and Bogor City. The catchment comfortably exceeds that requirement. Bogor Regency, with a population of roughly 6.1 million, generates around 3,000 tonnes per day, while Bogor City generates between 700 and 1,000 tonnes per day. Electrical output is put at 20 to 30 megawatts, with the range reflecting the quantity and quality of waste delivered rather than uncertainty about the equipment. Wetter, less separated waste yields less energy per tonne, which is one reason the supply obligation and the quality of upstream handling matter to the commercial case.
The initial site is 10 hectares, with the regency government indicating that up to 24 hectares can be made available if capacity is expanded later. The processing line uses incinerator technology sourced from China, supplied by the engineering, procurement and construction contractor along with the rest of the plant machinery. Dede Firmansyah described the technology as already established in European and Chinese operations, and pointed to the emission control standard applied to the design.
Emissions are managed to a very high standard, a European standard.
Construction begins immediately after the groundbreaking, with commercial operation targeted for the second to third quarter of 2028. That gives the two governments a defined window of roughly twenty months to prepare the collection system that will feed the plant.
Legacy waste, pyrolysis and the second Bogor Raya facility
The second element of the Galuga programme addresses the waste already in the ground. A pyrolysis facility with an initial investment of about Rp600 billion will be built simultaneously with the PSEL, converting decades of accumulated material into liquid fuel. Bogor Today reported the Indonesian National Armed Forces as a participating investor in that component and put the combined initial investment across both facilities at approximately Rp2.6 trillion. Sources differ on how that combined figure is composed, and the regency government has so far confirmed the two component figures rather than a consolidated total, so the Rp2.6 trillion number should be read as a reported aggregate pending confirmation.
Pairing the two technologies is what makes the Regent land recovery target credible. Susmanto has said he expects the roughly 40 hectares of accumulated waste at Galuga to be handled within seven to ten years, after which the land can return to productive use. A plant sized for fresh daily waste alone would stabilise the problem without reducing the existing mass. Adding a legacy waste line changes the trajectory of the site itself, and it gives the regency a land asset at the end of the concession rather than a closed site requiring perpetual aftercare.
A second facility is already in preparation. PSEL Kayu Manis, part of the second wave of the national programme, is being developed by a different investor at a capacity Danantara describes as close to that of Galuga. The feasibility study is under way, and Firmansyah has said the target is a groundbreaking before the end of 2026, with the Bogor city government pointing to November as the working date. Two plants of this scale in one agglomeration would place Bogor Raya among the most heavily served waste treatment catchments in the country.
The national framework behind the timetable
None of this would move at this speed without the regulatory change made in 2025. Presidential Regulation 109 of 2025 replaced the narrow approach of Presidential Regulation 35 of 2018, which named twelve priority cities, with a criteria based approach open to any area handling more than 1,000 tonnes of waste per day. The programme now covers 30 locations or agglomerations across 61 regencies and cities, with a national processing target of about 33,000 tonnes per day.
Three provisions did most of the work. The electricity purchase price is fixed at 0.20 US dollars per kilowatt hour for 30 years, final and without renegotiation or escalation, and PLN is obliged to purchase the output. Environmental permitting was centralised and compressed from a range of twelve to twenty four months down to two months. The definition of eligible output was widened beyond electricity to include biogas and refuse derived fuel, which lets local conditions determine the technology rather than pushing every site toward combustion. Fiscal incentives and Danantara support complete the package. Bogor Raya was one of five locations named for early groundbreaking alongside Bekasi City, Yogyakarta City, Denpasar Raya and Bandung Raya, and Danantara opened tender for a further tranche covering 25 cities in April 2026.
Sirkularium view for government and public institutions
The Galuga signing is a useful reference case for any regional government preparing a similar project, and three lessons stand out.
First, the risk has moved rather than disappeared. Removing the tipping fee protects the regional budget at financial close, but the supply obligation transfers performance risk to the collection system. Regional governments entering these contracts should treat fleet availability, transfer station uptime and route coverage as contractual infrastructure and budget for them well before commissioning.
Second, source separation and thermal treatment need to be sequenced deliberately rather than set against each other. Organic content lowers calorific value, so separating organics upstream improves plant performance while also reducing the tonnage that needs treating. Districts that build composting, waste banks and TPS3R capacity during the same twenty month window will arrive at commissioning with better feedstock and more flexibility, not less.
Third, the legacy waste line is what turns a treatment plant into a site recovery plan. The Rp600 billion pyrolysis component is the reason Galuga now has a defined end state rather than an open ended one, and other regencies with long serving landfills should examine whether a comparable pairing fits their sites and their land recovery ambitions.
What to watch over the coming months: the award and mobilisation of the engineering, procurement and construction contract, the signed power purchase terms with PLN, completion of the PSEL Kayu Manis feasibility study before the end of 2026, and the fire prevention regime maintained at Galuga while construction proceeds on an active site. Sirkularium will continue to follow the Bogor Raya programme as a working test of whether the Presidential Regulation 109 framework can deliver on the schedule it promises.
