Indonesia sets a zero waste balance target for 2029 and widens the technology mix beyond electricity

Speaking at the PSEL Bogor Raya 1 groundbreaking on 17 September 2026, Minister of Environment Moh Jumhur Hidayat set a national target of zero waste balance by 2029 and confirmed that pyrolysis, refuse derived fuel, briquettes and pelletising are welcome alongside electricity generation, with roughly 470 districts and cities still to be served.

A national target announced at a construction site

The groundbreaking for PSEL Bogor Raya 1 in Galuga on Thursday 17 September 2026 drew an unusually senior group of officials, and what they said extended well beyond the project itself. Minister of Environment and Head of the Environmental Control Agency Moh Jumhur Hidayat used the occasion to set a national marker: every district and city in Indonesia should reach what he called saldo sampah nol, a zero waste balance, by 2029. The phrase describes a condition rather than a technology. It means waste no longer accumulates, with everything generated in a given period handled in the same period, so that landfills stop growing.

That is a demanding definition, and the minister paired it with an honest account of the distance still to cover. On his figures, roughly 60 districts and cities either have a waste to electricity facility or have one in preparation. Somewhere around 470 others do not, and will need a solution of some kind. The Bogor event was therefore presented less as a milestone for one regency than as one of the first of many, with the national question being how the remaining majority get served within three years.

For regional governments the useful part of the announcement is not the target date. It is the explicit statement of what will count as an acceptable answer, because that determines which places can realistically plan for what.

What zero waste balance means in practice

The national starting point is documented. At the Rakornas Pengelolaan Sampah held in February 2026, the Ministry of Environment put managed waste at about 25 percent of generation, equivalent to some 36,684 tonnes per day, with roughly 105,483 tonnes per day still unmanaged. The ministry set a 2026 working target of 63.41 percent managed and a 2029 target of complete handling, against a projected 2029 generation of about 146,780 tonnes per day. Those figures make the scale of the 2029 commitment plain. Handling has to expand by roughly a factor of four while generation itself keeps rising.

Zero waste balance also implies something about sequencing that is easy to miss. A facility sized for daily arrivals stabilises a site but does not reduce what is already there. Reaching a zero balance in a district with a long serving landfill therefore requires two streams: treatment for fresh waste, and a separate route for the accumulated mass. The Bogor programme illustrates the pairing, with an incineration line for daily waste and a pyrolysis line for legacy material, and it is the pairing rather than either technology alone that the national target implies for older sites.

Technologies beyond electricity, and why that matters for smaller districts

The most consequential sentence of the day concerned technology choice. Electricity generation is capital intensive and needs a large, steady feedstock, which is why the programme's early locations are agglomerations of several million people. Most Indonesian districts are not that. The minister addressed the gap directly.

Various technologies are welcome. Not necessarily electricity, but pyrolysis, refuse derived fuel, briquettes, pelletising and others.

Read alongside Presidential Regulation 109 of 2025, which already widened eligible outputs beyond electricity to include biogas and refuse derived fuel, the statement signals that a district producing two or three hundred tonnes a day is not expected to wait for a plant it cannot fill. Refuse derived fuel plants can be built at a fraction of the cost and sold into cement kilns and industrial boilers. Pyrolysis suits accumulated plastic rich material. Briquetting and pelletising suit drier residues and smaller volumes. Each has different feedstock requirements, and each rewards source separation rather than penalising it.

That is a constructive position for the many regencies that have watched the waste to energy discussion from the sidelines on the assumption it was not meant for them.

The pipeline, and the figures that still need reconciling

Accounts of the programme's size varied across the briefings given on the day, and the differences are worth recording rather than smoothing over. Coordinating Minister for Food Zulkifli Hasan described 17 facilities planned across 33 districts and cities, and separately referred to expansion toward 24 PSEL locations by 2027. Bogor Raya 1 was described as the fourth project to reach this stage, after Bali, Legok Nangka in the Bandung area and Bekasi City. The framework set by Presidential Regulation 109 of 2025 covers 30 locations or agglomerations across 61 districts and cities. The numbers describe different things, some counting plants, some counting locations and some counting the administrative areas served, and a single published pipeline would help regional planners considerably.

Daily capacity figures for Bogor Raya 1 were also reported in a range, from 1,500 to 2,500 tonnes per day depending on the briefing, against an annual capacity of more than 500,000 tonnes that all accounts agree on. Deputy Minister of Home Affairs Bima Arya Sugiarto put combined generation across Bogor City and Bogor Regency at about 4,000 tonnes per day, which means the facility covers a substantial share of the area's waste but not all of it. Chief Investment Officer of BPI Danantara Pandu Sjahrir put the project's avoided emissions at about 645,000 tonnes of CO2 equivalent per year, with roughly 1,200 green jobs expected and around 80 percent less material going to final disposal.

The support architecture behind the target

Three institutional developments announced on the same day matter more to delivery than any single plant.

The first is permitting. Zulkifli Hasan said the approval process that once involved about 160 separate rules has been reduced to three.

The second is problem solving capacity. Aris Marsudiyanto, Head of the Agency for Development Control and Special Investigation, known as Bappisus, said the agency is ready to help resolve technical and coordination obstacles on PSEL projects, describing its role as support from behind and bridging gaps between ministries and agencies. For regional governments that have seen projects stall between permitting, land, tariff and grid questions, a named body with a mandate to unblock is a practical addition.

The third is feedstock discipline. Bima Arya Sugiarto asked the Bogor city and regency governments to guarantee waste supply, distribution and community support, and made the point that a groundbreaking is a beginning rather than a resolution. He also expressed the hope that the Bogor Raya programme becomes a benchmark for waste management in Indonesia's larger cities. Zulkifli Hasan, for his part, reaffirmed to regional heads that open dumping is no longer an acceptable practice under the law and asked them to move to engineered handling, a reminder that the 2029 target applies to every district rather than only to those receiving investment.

Sirkularium view for government and public institutions

For government and public institutions, the announcements point to three practical conclusions.

First, districts should stop treating waste to electricity as the only serious option. The minister has now said plainly that refuse derived fuel, pyrolysis, briquettes and pelletising are acceptable routes. A regency generating a few hundred tonnes a day can plan around those today rather than queueing for a plant that its waste volume cannot support, and it can do so under a regulation that already recognises those outputs.

Second, the binding constraint is shifting from capital to feedstock and institutions. With permitting compressed, a fixed electricity tariff in place and Danantara arranging investment, the questions that will decide 2029 are collection coverage, separation quality, transport reliability and contract management capability inside local government. Those are budget lines and staffing decisions that regional administrations control directly, and they take longer to build than a procurement process.

Third, the legacy waste question deserves an explicit plan in every district with an ageing landfill. A zero balance cannot be reached by treating daily arrivals alone. Districts should establish what is in the ground, what it would cost to process or stabilise it, and which of the available technologies fits that material.

What to watch: publication of a consolidated national PSEL pipeline that reconciles the differing counts, the first regulatory guidance on non electricity routes for smaller districts, Bappisus taking on its first named project bottleneck, and the progress reports from the four projects now in construction.
